Read up on Hong Kong's 2020 National Security Law. It essentially brings the SAR into alignment with Mainland security provisions. Several foreign nationals have been detained and arrested in HK, most famously Jimmy Lai. Furthermore, there are multiple instances of PRC state security abducting people from Hong Kong and detaining them on the mainland. I'd say for most travellers, treat HK like any other Chinese city now. The risks are very low for most people, but the consequences if something happens can be devastating.
